Institutional Setup: At both the national and zone levels, VETA is run and governed by different groups.

1. The Board for Vocational Education and Training (VET BOARD)

The whole VET system is run by the Vocational Education and Training Board, which was set up when VETA was created. It is a part of the Authority that is in charge of making decisions and running the business of the Authority. The VET Board’s goals also include picking the Director General of VETA and setting up Regional VET Boards to run certain VET zones.

The VET Board is made up of eleven people. The President picks the Chairperson, and the Minister in charge of vocational education and training picks the other members. Ten more members are chosen by the Minister based on the following nominations:

i. Two members will be chosen by the organizations that represent employers at the moment; ii. Two members will be chosen by trade unions (to represent workers); iii. Three members will be chosen by the ministries in charge of industries, education, and labor; iv. Three members will be chosen by non-governmental organizations that run vocational education and training institutions.

Members of the Board who are nominated and chosen should be able to help with the development of vocational education and training.

Members of the board who are chosen will usually serve for three years, after which they may be able to be chosen again.

2.Regional (Zonal) Boards: The VET Board gives the Regional (Zonal) Board tasks to do, and they also set the priorities for their zones. There are no more than seven people on each Regional (Zonal) VET Board.

Regional (Zonal) VET Boards were set up to make sure that VETA services are available in every part of the country. They are made up of people from the most important groups involved in VET, such as, The VET Board will choose the Chairman. Three members will be nominated by organizations that represent employers for the time being. Two members will be nominated by trade union movements that represent employees. One member will be nominated by the Regional Administration, and one member will be nominated by a non-governmental organization that represents training institutions.

The purpose of the Board’s make-up is to make sure that the strategic interests of key stakeholders and partners in the VET system are taken into account. This is done by making the Board a source of a serious skills development agenda. The Regional Director will be the board’s Secretary.

What a Regional (Zonal) Board Does
There are nine things that the Zonal Boards do to make sure that VET in the zones is at the cutting edge. Boards must:

a) Coordinate VET activities in the Region; b) Provide direct supervision and serve as the governing board for all vocational training centers in the region; c) Give guidelines and supervise budget preparations by vocational education and training institutions in the region; d) Evaluate budget proposals for vocational training centers managed by the authority in the region and send the budgets to the Board; e) Set regional priorities.

Each of the nine VETA Zones has its own VET Zonal Board. These are the Northern zone, the Eastern zone, the Central zone, the Lake zone, the Western zone, the South East zone, the South West zone, the Dar es Salaam zone, and the Highland zone.

3.Trade Advisory Committees (TACs): Trade Advisory Committees can be set up under Section 8 of the VET Act. Trade Advisory Committees, which are technical parts of the Board and are made up of experts from the labor market, are in charge of approving training standards and curriculum.
Composition

TACs are made up of no more than seven members: a) one represents the interests of vocational education and training institutions; b) one is a training specialist chosen by the Board; c) two are representatives of employers/industry; and d) two are representatives of workers in the industries in question. The Board will choose one of these members to be the chairman of the TAC.
a) Each member of the committee will serve for three years, unless they resign or are removed from their position sooner. They may be able to be re-appointed. b) The committee can run its own meetings, as long as they follow the Act and any rules made under it. c) A representative of the Director will act as the secretary to any committee set up without the Director’s permission.

Roles and responsibilities

TACs are in charge of making sure that vocational education and training programs are in line with what the job market needs and wants.

The following things are done by TACs:

a) Advise the Board on the creation of new vocational trades training and educational programs or the elimination of existing ones; b) Assess training needs and set standards for the trades the committee is in charge of; c) Write up training specifications and job descriptions for the trades to be taught; d) Make sure that all related trade training activities work together; e) Approve log-books and trade testing standards for the trades the committee is in charge of.

There are twelve (12) Trade Advisory Committees for the following areas:

i. Mechanical ii. Electrical iii. Civil and Building Engineering iv. Automotive v. Commercial and Business Support vi. Clothing and Textiles vii. Transport viii. Extractive Industry ix. Putting out x. Cosmetology xi. Agriculture and Food Processing xii. Hospitality, and xiii. Agency for Tourism and Travel

4.The Director General: The Director General is the Authority’s top manager and reports directly to the Board. He or she is in charge of running the Authority’s day-to-day business. The Minister and the Board talk about who should be the Director General of the Authority, and then the Board makes the decision.

5.Directories of the Authority: At the moment, VETA is run by five (5) Directorates: i. Directorate of Labour Market, Planning and Development; ii. Directorate of Vocational Education and Training; iii. Directorate of Assessment and Certification; iv. Directorate of Human Resources and Administration; and v. Directorate of Finance.
